Arlington vs Fleming Island for Military Families

Arlington or Fleming Island? Start With Your Weekday Routine

A house can look right online but be a poor fit once you trace the drive to work and the stops along the way. That matters when you're relocating to Naval Air Station Jacksonville or Naval Station Mayport: the two installations sit in different parts of the Jacksonville area, and the route from your front door is only one part of getting to work. School placement, a child's bus or childcare schedule, and what the property actually costs can change the answer.

Arlington and Fleming Island are useful places to compare, but neither name describes a single housing experience. Begin with addresses that fit your assignment, household schedule and the flexibility you may need for a later move.

The cover image is an illustrative residential scene, not an identified street or property in Arlington or Fleming Island.

Get oriented: Arlington covers different parts of Jacksonville east of downtown, from Old Arlington toward Fort Caroline and farther east. The City's Greater Arlington/Beaches planning district is broader still; it is not one neighborhood. Fleming Island is a Clay County census-designated place south of Orange Park, with individual developments, established streets and homes outside any single master plan. County lines affect public schools and services, but they don't establish the best address on their own.

First, Locate the Base and the Gate

NS Mayport sits near the mouth of the St. Johns River and the Atlantic coast. NAS Jacksonville is farther southwest, on the river's west bank, with approaches along Roosevelt Boulevard. The distinction is geographical, not just a different destination in a map app. You'll need the entrance your command can actually use and the trip from that entrance to your workplace inside the installation.

For a Mayport Assignment, Test the East-Side Roads

An Arlington address near the Fort Caroline corridor may connect through McCormick Road and Wonderwood Drive toward Mayport Road. That approach crosses the Intracoastal Waterway, but it is not the Buckman Bridge crossing of the St. Johns River. For a Fleming Island address, one possible route runs north along U.S. 17 and onto I-295, crosses the Buckman Bridge, then continues through Jacksonville's east-side road network. Which approach works better depends on the starting address, gate and reporting hour.

Gate choice deserves equal attention. The Navy lists Mayport's Main Gate on Mayport Road as open around the clock. Gate 5, near Mayport Village, is listed for inbound traffic from 5:30 a.m. to 2 p.m. on weekdays, excluding holidays. The Seminole Gate near Hanna Park has a 6–8 a.m. weekday inbound window, also excluding holidays, and requires a Common Access Card (CAC) and Hanna Park sticker. The installation's security guidance explains credentials and restrictions. An entrance to Hanna Park is not permission to use a Navy gate. Check current hours and authorization before treating a secondary entrance as your commute plan.

For NAS Jacksonville, U.S. 17 Changes the Calculation

Fleming Island's position south of Orange Park gives it a west-bank approach worth testing first: U.S. 17 runs north through Orange Park as Park Avenue and continues as Roosevelt Boulevard toward NAS Jacksonville. That ordinary route does not cross the St. Johns River on the Buckman Bridge, though smaller bridges, intersections and gate conditions still affect the trip. Depending on the starting address, CR 220 and Blanding Boulevard may also affect how a household reaches the main corridor.

From Arlington, a NAS Jacksonville trip generally has to account for getting from the east side of the St. Johns River to the installation's west bank. The useful comparison is between the available crossings and roads, not a single commute assumption applied to every Arlington home. Ask which NAS Jacksonville gate and workplace matter to your assignment; the Navy's installation information is the starting point for checking the entrance.

Two Routes Worth Testing, Not Two Guaranteed Commutes

NS Mayport: Compare an Arlington approach through McCormick and Wonderwood with the actual Fleming Island route to an authorized Mayport entrance. Account for the Intracoastal crossing, any Buckman crossing and the distance inside the base.

NAS Jacksonville: Compare Fleming Island's U.S. 17/Park Avenue/Roosevelt Boulevard approach with the appropriate river crossing from an Arlington address. Use your actual reporting destination, not just the base name.

If the Orange Park portion of the route is unfamiliar, our Fleming Island and Orange Park comparison gives more context for those roads and the school-zone questions that often come with them.

A School Stop Can Rewrite the Commute

If your household needs a school or childcare stop, a home-to-gate estimate leaves it out. It also misses the drive from the entrance to your workplace and says little about the return trip. Test the full duty-day route, including anyone else's commute if relevant, before deciding how much travel your schedule can absorb.

An Arlington Morning Depends on Which Arlington Address

Consider a home off the Fort Caroline corridor. The Mayport approach through McCormick and Wonderwood might be straightforward if your first stop is already along that route. It could feel quite different if the child's assigned school, program or caregiver sends you back toward another Arlington corridor. Even proximity to Mayport cannot substitute for verifying the school, bus eligibility and actual arrival arrangements. Leave room for school check-in and base access rather than counting on an exact minute at the gate.

A Fleming Island Morning Depends on Where the First Stop Is

In Fleming Island, a home in Eagle Harbor, Fleming Island Plantation or another part of the area may use different local roads before reaching U.S. 17 or CR 220. A school bus might remove one car trip from the morning; an unavailable program or an out-of-zone school might add one. The important question is not whether a planned community seems convenient. It's whether available school transportation, childcare and your reporting time fit together on an ordinary weekday.

Test the route, not a single estimate: Run each candidate address through its school or childcare stop, permitted gate and workplace for the actual weekday schedule, then check the return trip. Use FL511 for current incidents and FDOT road and lane notices for work zones. A test drive shows what happened on that day, not a guaranteed future commute; gate and road conditions can change.

Road construction deserves a look, but a proposed connection isn't a shortcut available today. Clay County posts its road-project updates, and our Fleming Island road-project guide explains the local context. The planned First Coast Expressway river bridge should not be counted as a current way to reach either base.

Clay or Duval? Compare the School Your Child Can Attend

Fleming Island is in Clay County District Schools; Arlington is served by Duval County Public Schools. In Florida's 2026 district accountability results, both districts received A grades. A district grade combines systemwide measures; it does not identify the school assigned to your address, a program seat, the services your child needs or a bus route.

Clay County: Check the Zone, Then the Bus Plan

Start with Clay's Find Your School Zone page and its district-endorsed address locator. Use the full address, student's grade and intended school year, then confirm the result with the district before relying on it in a lease or offer. A development name such as Eagle Harbor or Fleming Island Plantation is not a school-assignment document.

Next, separate attendance from transportation. Clay's transportation guidance uses the BusPlanner parent portal for routes and its 2026–27 bus registration. Check eligibility, registration, stop location and pickup time rather than assuming a bus is included with a neighborhood school. Controlled open enrollment lets families apply for a school outside their assigned zone when capacity permits. Under Clay's general process, the parent or legal guardian provides transportation; qualifying military-student provisions have their own conditions, explained below.

Duval County: Verify the Feeder Pattern and the Options

Duval's My School Location resource shows the elementary, middle and high school attendance pattern associated with a residential address unless the student attends through a choice arrangement. A school near the University of North Florida or the Fort Caroline area is not necessarily the assigned school for a particular Arlington house. The district's transportation FAQ is a separate check before counting on bus service.

Military School Transfers in Clay and Duval Counties

In either county, qualifying military orders can change the ordinary school application process. Under Florida Statutes section 1003.05, dependent children of active-duty personnel who otherwise qualify for specified special academic programs receive first preference. For a qualifying child whose parent transfers into Florida during the school year, the statute requires enrollment in the program. If the program is at a school other than the one normally assigned, the parent or guardian must provide transportation.

The same law addresses transfers or pending transfers to a Florida military installation: submitting official orders establishes district-residency treatment for enrollment and preferential treatment in controlled open enrollment under the statute's conditions. For a child whose parent transfers within Florida after the controlled open-enrollment window, the statute separately provides that the child may enroll in any school in the state. These provisions have different qualifications; confirm them with the receiving district before counting on a particular school or program.

For transfer records, courses, graduation requirements or support under an individualized education program (IEP) or Section 504 plan, contact the receiving district and an installation School Liaison. The Mayport School Liaison and the Florida Department of Education's military-family resources can help you navigate the transition. The liaison helps connect people and processes; the school and district determine assignment, services and placement under the applicable rules.

For a school transfer: Before choosing a home, you can contact either district you are considering or an installation School Liaison about military enrollment rules, records and any program or support needs. Ask which applicable orders and school documents to prepare. When you have a prospective address, confirm the school assignment for your child's grade and intended year, transportation and before/after-school care with the district.

Make BAH and the Full Housing Cost Meet on Paper

Two listings with similar asking prices can produce different monthly obligations. And a broad area's median home value cannot tell you what a particular rental or purchase will cost. Put two properties side by side, using their lease terms or buyer-specific estimates rather than a generalized gap between the two areas.

Basic Allowance for Housing (BAH) is tied to factors including pay grade, geographic duty location, dependent status and the applicable year. Choosing an address on the other side of the Duval–Clay county line does not by itself reset the allowance. Check the official BAH rate lookup and confirm your circumstances through the responsible military office. BAH helps offset housing costs when government housing is not provided; it is neither a promise that a specific home is affordable nor a complete household budget.

Renting: Read the Lease, Not Just the Monthly Rent

For a rental, separate monthly bills from cash needed before move-in. Compare rent with recurring pet or parking charges, utilities, renters insurance and any maintenance assigned to the tenant. Then account for deposits, application fees and moving expenses. Check who handles repairs and what access, if any, a tenant receives to community facilities. An owner may pay property taxes and CDD assessments through the tax bill; those are not automatically separate bills for the renter. The lease determines what the tenant actually owes beyond rent.

The NAS Jacksonville Housing Service Center and Mayport Housing Service Center provide housing referrals and lease-review assistance. Navy's Housing Early Assistance Tool can begin the housing contact and application process before departure, even before orders in some cases. Starting that process does not reserve a home or confirm space in privatized housing; ask the installation center about eligibility and waitlists.

Buying: Separate the Mortgage, Taxes, HOA and CDD

A lender's Loan Estimate helps show principal and interest, projected taxes and insurance, and upfront closing costs. Then check what isn't escrowed or included. A prior owner's homestead-related property tax bill may not reflect what the new owner will pay. Budget for utilities, maintenance, deductibles and repairs as well as cash needed at closing; escrowed taxes and insurance should not be counted twice.

A homeowners association (HOA) is a private organization that sets community rules and may collect dues. A community development district (CDD) is a governmental special district that can fund infrastructure and maintenance through assessments. In Fleming Island, Eagle Harbor identifies multiple associations and has a connection to The Crossings at Fleming Island CDD. Fleming Island Plantation's CDD describes annual assessments collected on Clay County property-tax bills and separately identifies a master HOA. These are examples of distinct obligations, not a uniform charge for all Fleming Island homes. A CDD may still collect operating assessments after its bond debt is paid. Arlington homes can also have association restrictions or dues. Verify each parcel's assessments, governing documents and amenity privileges; a pool or golf course nearby does not mean membership is included.

Flood and insurance questions deserve the same address-level attention. Check the effective FEMA map, local evacuation information and the home's condition, and get actual homeowners and flood quotes. They answer different questions: a property outside a mapped high-risk flood zone is not guaranteed flood-free, and standard homeowners coverage generally excludes flooding. Compare coverage limits, exclusions and deductibles, not just premiums. For the fee terminology and what to ask a seller, see our Northeast Florida CDD guide.

The Drive and the Next Move Are Costs, Too

Fuel, vehicle wear, possible tolls, childcare coverage and time away from home affect the comparison. Estimate them from the trips you'd actually make each week. If future orders could mean another move, weigh the flexibility of a lease against a purchase's closing costs, upkeep and uncertain resale timing. Even a longer tour doesn't assure a favorable sale.

Put These Figures Beside Each Candidate Address

If renting: Quoted rent and recurring charges, utilities, move-in cash, renters insurance and exit terms.

If buying: Mortgage estimate, buyer-specific tax estimate, insurance quotes, closing cash and repair reserves.

Property charges: Parcel-specific HOA, CDD and other assessments, including which are already in the tax or escrow figure.

Coverage and condition: Flood and homeowners coverage, deductibles, inspections and foreseeable upkeep.

Daily logistics: Work and school travel, care arrangements, and any extra vehicle or parking costs.

With the costs in view, consider the everyday services and destinations that matter to you.

Daily Life Beyond the Commute

A nearby library or easy grocery run may matter more to one household than a community pool; another may use recreational facilities every day. Public parks, private facilities and membership-controlled amenities come with different access rules.

Arlington: Distinct Streets and East-Side Destinations

Arlington includes established areas around Old Arlington and the Fort Caroline corridor, along with homes farther east. Its geography opens different possibilities for local shopping, trips toward the coast and Jacksonville recreation, but none is equally close to every address. The Jacksonville neighborhood overview points to places such as Fort Caroline National Memorial and the Jacksonville Arboretum & Botanical Gardens. Test the ordinary errands and the drive home after work instead of assuming a house described as 'East Arlington' shares the same amenities or access as another.

Fleming Island: Local Services and Different Community Rules

Fleming Island has shopping and everyday services of its own, including the public Fleming Island Library at 1895 Town Center Boulevard. Orange Park is another nearby service corridor, not the only place to run errands. Clay County also lists recreation choices such as Doctors Lake Park, Black Creek Park and Trail, and Moccasin Slough; their usefulness depends on your address and interests.

Some Fleming Island developments have managed facilities and association rules, while other streets do not share the same obligations or access. Before treating an advertised amenity as part of everyday life, ask who owns it, who can use it and whether a separate fee or membership applies. Our Fleming Island daily-life guide explores those local routines in more depth.

Which Addresses Deserve a Second Look?

For a Mayport assignment, an Arlington address with access to the Fort Caroline–Wonderwood route may deserve an early visit. For NAS Jacksonville, a Fleming Island home with convenient access to U.S. 17 offers a different starting point. When two homes both seem workable, compare their practical trade-offs directly.

Compare Two Promising Addresses
  • Duty location: Can you reach the authorized gate and actual workplace at your required time, including a workable alternative when conditions change?
  • Student or caregiver needs: Is the assigned school or eligible program confirmed, with transportation and childcare that work on duty days?
  • Total housing obligation: Does the real lease or buyer estimate fit your allowance and other resources after fees, insurance and reserves?
  • Life off base: Does that address work for your errands, appointments, other household work trips and preferred services?

If a particular Fleming Island address does not fit, our Middleburg versus Fleming Island comparison explores another Clay County option. For a wider view of the region, see our Jacksonville, Clay County and St. Johns County guide.

Turn Your PCS Orders Into a Practical Housing Plan

A permanent change of station does not create a universal 30-day housing deadline. Reporting dates, school records, shipment arrangements and housing availability vary. Use these steps to line up the essential contacts and documents before you commit to a property.

From Orders to a Housing Decision:
  • Confirm the actual duty location, reporting schedule and authorized entry requirements with the gaining command.
  • Contact the relevant Navy Housing Service Center about local rentals, lease reviews, privatized housing availability and whether to start an application through the Housing Early Assistance Tool (HEAT).
  • Ask the receiving district and School Liaison about enrollment documents, assigned schools, applicable military-student programs, transportation and support services.
  • Compare real addresses using a weekday route test, written lease or buyer estimates, property assessments, flood information and insurance quotes.
  • Coordinate move-in timing with shipment and arrival plans, including temporary housing arrangements if you need them.

If a later PCS or qualifying deployment means leaving a rental early, the Servicemembers Civil Relief Act may provide residential lease-termination protections for eligible service members. Orders, written notice, timing and any waiver provisions matter; ask installation legal assistance to review the specific lease and any military clause before relying on an early exit.

Arlington can provide an east-side starting point for Mayport, while Fleming Island offers a west-bank approach to NAS Jacksonville. The better address is the one where the workday, school arrangements and housing commitment fit together for your household.
